The origins of  PACTCA /CPATC

 

The Pan African Council of Traditional and Customary Authorities (PACTCA/CPATC) was created on the initiative of many Custodians of Culture and tradition from several African Countries during a meeting that took place in Benin on the 28, 29 and 30 of September 2014. The meeting sat to set out the framework of the Organization that led to the Constituent General Assembly in Cotonou on July 23 to 25, 2016 accompanied by the International Centre for the Research and Documentation on African Traditions and Languages, (CERDOTOLA). This meeting that held in Dahe was part of an on-going process and resolutions that were adopted during earlier meetings on June 27 to 28, 2014 at the headquarters of CERDOTOLA in Yaoundé, Cameroun during which His Majesty Dada HOUDEGBE, King of Dahe was elected chairperson of a Provisional Committee in which he pledged to provide maximum support to the organisation of the meeting that finally took place in his Palace in the Republic of Benin. 

 

What is the Legal Status of PACTCA?

 

The creation of PACTCA (CPATC) is the result of a long Culture and Diplomatic processes at international and inter-community level during which diverse stakeholders were consulted in as many Countries as Ghana, Mali, Libya, Equatorial Guinea, South Africa, Morocco, Côte d’Ivoire, Nigeria, Gabon, Brazil, Central African Republic, Cameroon, Togo and Benin.

 

The organization was recognized in 2016 by the Government of the Republic of Benin, host of its Head Quarters, under Ref. N°210/MISP/DC/SGM/DAIC/SC/SA whose declaration got published in the Nations Official Gazette dated February 15th, 2017 on its Page 264.

 

In the name of peace in Africa, the Pan African Council of Traditional and Customary Authorities was born!

 

What are the goals of the PACTCA/CPATC?

 

Experience, Knowledge and Wisdom/ancestral practices at the service of Peace, Patrimony and a Culturally sustainable development of Africa. 

 

 

The Pan African Council of Traditional and Customary Authorities (PACTCA/CPATC) aims to:

 

• Promote intra and inter-Community dialogue, the reconciliation and tolerance between different ethnic groups especially in conflict-affected Countries;

• Draw upon the experience, the knowledge and wisdom of the traditional and customary authorities in the field of prevention, resolution and management of crisis and conflicts in Africa

• Support the post-conflict reconstruction, peace and development of affected areas.

• Promote local governance and uphold the respect for ethical and moral principles linked to the sacred nature of the Human being.

• Participate actively within our Nations Governance structure in Development programs linked to Education, Culture, Community Health and Environmental protection.

• Promote the African heritage and make claims to works of Art and Artefacts illegally exported from Africa.

 

PACTCA/CPATC Action methods  

 

• In order to achieve its goals, PACTCA uses the following action methods:

• Creation of departments of Research, Technical and Legal assistance, Financial support and Documentation.

• Organization of Cultural events, Conferences, Workshops and other training and interaction programs on the problems of Intercultural dialogue, peace and development.

• Implementation of relations of partnerships, exchanges and collaboration with Charity organizations, other Multi-stakeholders, NGO’s, State and/or non-state national and/or international institutions with similar goals and objectives.

• Publication of magazines and/or other documents related to the goals of CPATC.

• Negotiations and collaboration with local entities, governments and international institutions.

 

Head office,  Emblem, Motto and Principles

 

• The Head office of PACTCA/CPATC has been fixed in Cotonou, Benin. It can be transferred to another town in Benin or any Country within the Continent on a decision of the General Assembly.

• The emblem of PACTCA/CPATC is an assembly of royal symbols of Traditional and Customary chiefdoms of Africa anchored on a map of the Continent.

• The motto of PACTCA is: Peace – Unity – Development.

 

PACTCA works in accordance with the following principles:

 

• Mutual respect amongst its members;

• The respect of the institutions of the different Countries whose citizens and Communities are members of PACTCA;

• Members right to ask for the support of PACTCA/CPATC in the restoration of peace and security within their communities.

• The respect of democratic principles, human Rights, the Rule of law and of good governance.

• The respect of the sacred nature of the human life

• The strengthening of institutional capacities of Traditional and Customary Authorities.
